Taxi 07: Roads Forward, officially released December 18, 2007, provides the City of New York with the first long-term plan for improving the taxi system. A joint project of the Design Trust for Public Space and the New York City Taxi & Limousine Commission (TLC), Taxi 07: Roads Forward analyzes the current taxi system and outlines taxi-improvement strategies that are feasible and cost effective over a 10-year period.

Specifically, this publication explores how the taxi can best function as a vital part of New York City's public realm. Recommendations are made for how the taxi system could be optimally regulated to provide excellent transportation service for all its passengers and stakeholders, and for the city at large.

Roads Forward is divided into three sections: "Part I: Guiding Principles", “Part II: An Illustrated Guide to the Taxi System” and “Part III: Strategies for Improving the Taxi System.” Part I outlines a set of guiding principles for taxi services; Part II illustrates how the current taxi system functions; and Part III outlines sStrategies for improving the usability, economic value, efficiency and sustainability of the system.
Key recommendations include:
- improving accessibility for all types of passengers
- instituting rideshare fares
- increasing availability of cabs in high-demand periods
- supporting driver ownership
- expanding driver training
- designating group-ride locations
- providing real-time traffic information
- installing additional taxi stands
- introducing fuel-efficiency standards
- piloting the use of smaller vehicles

The primary authors are six Design Trust fellows - an outstanding interdisciplinary team that includes urban planners, information designers, economists, and transportation experts: Rachel Abrams, Sylvia Harris, Adam Millard-Ball, Eric Rothman, Anisha Sawhney, and Rachel Weinberger. Chelsea Mauldin, former Deputy Director of the Design Trust for Public Space, was the project manager. Roads Forward is illustrated with color photographs by Stewart Simons, cartoons by Jason Little, and infographics by mgmt. design.
